First wind up the ball in the direction marked on the ball, then release and hold the ball while rotating your wrist with the ball. 
Pro Tip: If you follow the resistance on the ball / sound while turning the ball, the ball will spin faster and with brighter lights. 

Maintain a minimum level of speed to maintain the lights.
